• Monitoring programmes operational
• Publish, for consultation, a work programme for River Basin Management Plan (RBMP) production

• UKTAG –WFD developing framework for monitoring programme design and priorities (due 2005)

• Countries identifying RBMP processes. UKTAG identifying common issues across UK (2004-2005)

• Publish, for consultation, interim overview of significant water management issues in RBD

By 2008

• Publish full draft RBMP for consultation

• Publish final first RBMP
